All beef needs at least 3 weeks to tenderize. In fact, the reason why most supermarket beef is tough is because it is not sufficiently aged. It costs money and careful attention for meat to sit in inventories and age for a month. Most retail stores or supermarkets are unable or unwilling to do this.
